THE COMMONWEALTH OF MASSACHUSETTS MASSACHUSETTS DEPARTMENT OF TRANSPORTATION - HIGHWAY DIVISION NOTICE OF A PUBLIC HEARING Project File No. 602615 A Design Public Hearing will be held by MassDOT to discuss the proposed Route 114A at Arcade Avenue and Mill Road intersection improvement project in Seekonk, MA. WHERE: Town Hall, Selectmen's Meeting Room 100 Peck Street Seekonk MA 02771 WHEN: Wednesday, June 5, 2013 at 7:00 PM PURPOSE: The purpose of this hearing is to provide the public with the opportunity to become fully acquainted with the proposed intersection improvement project. All views and comments made at the hearing will be reviewed and considered to the maximum extent possible. PROPOSAL: The proposed project consists of intersection improvements at Route 114A, Arcade Avenue and Mill Road. Arcade Avenue will be realigned with Route 114A to reduce the skewed alignment of the intersection. Also included in the work will be the installation of traffic signals, the construction of pedestrian sidewalks, drainage improvements, and the rehabilitation of culvert S-08-004 over the Runnins River. Shared use accommodations consisting of a wide outside travel lane with shared lane markings have been provided in accordance with applicable design guides. A secure right-of-way is necessary for this project. Acquisitions in fee and permanent or temporary easements may be required. The Commonwealth of Massachusetts is responsible for acquiring all needed rights in private or public lands. MassDOT's policy concerning land acquisitions will be discussed at this hearing. Written views received by MassDOT subsequent to the date of this notice and up to five (5) days prior to the date of the hearing shall be displayed for public inspection and copying at the time and date listed above. Plans will be on display one-half hour before the hearing begins, with an engineer in attendance to answer questions regarding this project. LEGAL NOTICE OF AVAILABILITY The United States Department of Agriculture, Animal and Plant Health Inspection Service, Wildlife Services (WS) program, in cooperation with the United States Fish and Wildlife Service (USFWS), have developed an Environmental Assessment (EA) to evaluate potential impacts to the quality of the human environment from the implementation of a management program in Rhode Island to address damage caused by birds. The proposed action in the EA is for WS to implement an integrated damage management approach to reduce damage and threats of damage. The EA analyzes potential environmental effects on the identified issues of conducting alternative strategies for reducing damage caused by birds in the State. WS and the USFWS are requesting the public provide comments on the EA. Legal Notice of National Grid's Electric Revenue Decoupling Mechanism ("RDM") Reconciliation Filing for the Year Ending March 31, 2013 R.I.P.U.C. Docket No. 4411 Pursuant to the Rhode Island General Laws, Sections 39-3-10 and 39-3-11, and in accordance with R.I.G.L. �39-1-27.7.1 and National Grid Tariff RIPUC NG No. 2073, on May 15, 2013, National Grid filed with the Rhode Island Public Utilities Commission (PUC) its annual RDM Reconciliation and proposed RDM Adjustment Factor. Pursuant to the RDM Provision applicable to its electric operations, the Company is required to submit to the PUC its annual RDM revenue reconciliation that compares the Annual Target Revenue to adjusted actual billed distribution revenue for the RDM year. The adjusted actual billed revenue was determined by increasing the actual billed distribution revenue by a 2011 Service Quality Penalty of $184,000. Interest of $43,107 was then added resulting in an RDM reconciliation amount for the 12-month period ending March 31, 2013 of an over collection of approximately $3.4 million. The resulting RDM Adjustment Factor, a credit of $0.00044 per kWh, applicable to all customers, will be effective July 1, 2013. The impact of the RDM adjustment factor proposed in this filing on a typical residential customer using 500 kWhs per month is a decrease of $0.15, or about 0.2%. The filing has been assigned RIPUC Docket No. 4411.
